How can there still be drought in the Sichuan province area with all that rain and snow in the last few months in China?

When the ground it is frozen it cannot absorb moisture. This is what the local Iowa weather folks have stated . The melting snow and rain just runs off. Here in eastern Iowa we are still in a drought even though we had plenty of moisture this winter. However, our rivers, streams and underground wells are fine. Dunno what happened in Sichuan.

I see...that makes sense. Thanks for the explanation Popeye. Here in Texas there are parts of the area also still in drought, but I hope more rain and an upcoming hurricane season will relieve some of the pressure in certain counties.
