In automotive industry 'cars' include seven seats MPVs and SUVs (and of course modern crossovers, even though MPVs and SUVs are kinds of crossovers themselves).
So, it is correct to call any seven seats MPVs and SUVs 'cars'. It's been used across the industry and by most medias and governments (besides North American).
How do I know this? I've been working in the industry for all my life. Like it or not, this is what we call a car. However, anything above 7 seaters can not be called cars (eg. 8 or 9 seaters).
That's one of the reasons SUVs like Land Cruisers only have 2 seat belts at the 3rd row of seats instead of 3 seat belts as its original design outside Japan. It is due to the fact that most governments do not consider 8 seaters (3+3+2) are passenger cars. If Land Cruisers are considered as commercial vehicles (with 3 seats belts at the 3rd row), then it would require people to have different kind of driving license, or paying different amount of taxes, which would result less market share.
