Taiwan, Singapore and Hong Kong is richer than Brazil, Argentina and Chile but the per capital consumption of the 3 Asian countries is still lower than the 3 South American countries. If you compare the 3 Asian countries and even Japan to European countries of comparable wealth, the consumption of the Asian countries are still way below the European countries.

But Japan and Korea are higher, same thing for Africa, or any Western nation have much higher drinking rate.

We can't compare apples to oranges. Western Europe and its colonial cultures favour drinking beers, usually very low in percentages, very hard to get drunk. Those cultures drink it almost like teenagers drinking canned soda. On the other hand, oriental and Slavic cultures, like Chinese and Russians, they drink very hard liquor, usually 40-53%, sometimes even in the 60s. Unlike in the West, where Whiskies and Rums usually are sipped and savoured slowly, they drink it straight up in fast pace and large quantities. 3 - 4 middle aged guys can easily empty out few bottles of hard liquor in 20 minutes.

When comparing beer consumptions, Western Europe easily lead. But hard liquor is what differentiate the men from the boys. I have personally witnessed Chinese and Russians drink, even joining few times myself. It's hard to understand how almost everyone in those countries are borderline alcoholics, yet their country can still function smoothly.

But when it comes to binge drinking you can't beat New Zealanders. From around WW1 to 1967 all bars had to be closed by 6pm. This mean't that working people had only a hour or so at the most to make their way to a bar after finishing work at 5pm and drink as much and as fast as one could.

In the US the laws vary from state to state but basically there is zero tolerance. There's also very heavy fines associated with drunk/impaired driving.

last year China cracked down on drunk driving by enacting a new law.

Another problem with comparing alcohol consumptions across countries is that in East and Southeast Asia, women do not drink as heavily as men, sometimes barely anything at all. Men do the vast majority of drinking. That's different from North America and Europe where it's more equitable, although women prefer wine to beer in those places.

What's different in China is the culture of "having to drink" whether you want to or not. In the Far East, including Korea and other Chinese influenced countries, all things are solved on the dinner table. You have to invite people to restaurants to eat and drink, if you want anything solved. It's a dead loop that's very hard to jump out of.

I went to China for 10 days this January and I was drunk almost the whole trip. Alcohol in the rest of the world is more or less for pleasure, maybe addiction. But in the Greater China circle, it's a duty and social pressure. If you don't drink, you won't accomplish anything in life. Government contracts, business deals, even getting your kids into college, require getting the official/staff drunk.
