I agree with you that we need to be careful, often enough we have been fooled by manipulated images. However it is not "That one image" but a brief sequence of images in a video. That alone does not prove anything but it makes a fake at least more difficult and maybe more unlikely.

An unknown munition penetrating a reinforced shelter.
This apparently is a new warhead for the DF-15 missile, not a munition carried by bombers or fighters.
From the same video it seems like...
These particular images certainly do look more like a ballistic missile warhead. But without a clear image of the munition that impacts the hardened aircraft shelter it's harder to say if it's also a ballistic missile. Being able to watch the video for context would be useful.
But TBH I'm not even sure if it's necessarily a new warhead.
We've known they've had bunker busting warheads for DF-15 and DF-11 for many years now, this may just be the first time they're releasing footage of it.
Depends on the bunker.
If you're targeting a bunker with just a machine gun crew, yeah a ballistic missile bunker buster probably isn't necessary. Even if you're targeting a single hardened aircraft shelter, depending on the aircraft inside and the overall operational air picture, it might not be worth it.
But if it's a bunker that you know probably has high level command staff or is a C4I node, then that's where this kind of weapon would come in greater use.
