One of China's biggest military manufacturers, China North Industries Corporation (Norinco), has developed a new variant of its Type 96 (ZTZ-96) main battle tank (MBT) in time to participate in the 30 July to 16 August International Army Games organised by the Russian Ministry of Defence.

It doesn't come with a commanders independent panoramic sight, but it does have a laser warning receiver(circular thing between the commanders and loaders hatch) and an IFF system mounted on both sides of the cage armor.

How do you know that it doesn't come with an independent commander's sight? Is this something physical that can be spotted externally?

Well that's clearly bogus, since the commander's scope is there for all to see.

The small size of the scope means it is extremely unlikely to have thermal, so will be limited to daylight and night vision.

You cannot compare the old TKN-3 style periscope with modern 360 degree, high magnification, dual axis stabilized, panoramic sights.
