Is it possible they shipped it via sea to istanbul then flew them in to avoid using land transport on nato land?

There are 2 possibilities
1) HQ-22 was sent from factory by rail to Urumqi, Y20 pick up the cargo in Urumqi, flew to Instabul for refuel and then onward to Serbia. On their return leg, they flew direct to Urumqi on empty cargo hold.

Or

2) They loaded HQ-22 at the airfield nearest to the missile manufacturer, which if I guess right, should be in Suzhou. They then flew to Urumqi then to Instanbul and Serbia.

This is what i think the complete flight path should look like. They may or may not stop at Urumqi, but Urunqi should be a wayward point nonetheless.

First, you have to know who those countries buy HQ-9A/FD-2000. Then you will get the flight path of Y-20.
