According to the above article, China and Europe still don't have the technical know-how to build heavy military airlifters. Only US and Russia can do it. Any truth to it?

Europeans have a knowledge but does not not afford, regarding the Chinese they lack a bit of both. any way it s my opinion

europeans have way more funding then russia, so this having knowledge and no funding isnt viable. if you thinking of the civilian transport such as A380, it doesnt compare to the size of russia's large military trasports. europe, china dont currently have all the know hows to large transport planes, even so europe only not to long ago put in service their first modern transport plane.

Nah, Europe country by country does not have more room in their defence budgets than Russia. In any case, it's not part of European doctrine to have a gigantic, global-reach airlift capacity like the US or, to some extent, Russia. Europe simply does not have the interest in keeping such a force up an running. Most of the money the European governments can spend are used on naval forces, fighters and some rapid reaction ground forces.

What happened to the Y-9? Considering that China is already making MA-600, Y-9 first flight should not be far off. Has it flown yet?

And what about the medium transport? Are those D-30KP delivered yet?

The Y-9 program was delayed but is now back on track again, and as for the D-30KP there are better engines available to use instead.

Ähhhmm ... I think now You mix up some different projects !

As far as I know, the original Y-9 was planned as a C-141-look alike transport aircraft (during the 1970s ??) to be powered by type 910 = WS-6A (??) turbofans ... the second Y-9 now is a much improved Y-8 with a turboprops (sometimes referred as the Chinese C-130) ... and the D-30KP are reported / rumoured to be for the "large transport" airctaft maybe similar to a Il-76.

Maybe someone can confirm or correct this !

The Y-9 follow-on to the Y-8 transport is on track, but the D-30 engines are not good for transport planes as they are low-bypass turbofans instead of high-bypass ones. If anything something like the Pratt & Whitney PW1000G is a better engine type to work with.

American engines? No way.

D-30 may be a low-bypass turbofan, but it is a turbofan for large transport nevertheless. If a high-bypass engine is needed, then Aviadvigatel PS-90 would be a more appropriate choice.

the Y-XX prototypes and initial batch (if FWS-XX turbofan not available by then) will use D30KP2/WS-18 engines. Now the 606 is developing a high BPR derivative engine of FWS10 core for Y-XX ,rated at 12000kgf SLS thrust class.
