Although the C-130 is indeed older, it is more likely to be a design choice. It does not pursue high speed so much, but requires short takeoff and landing capability.
Agreed, although I was mainly referring to the advancements made in aerodynamics and structural design, as well as optimization processes that wasn’t available when the C130 was designed.
For example afiak the C130 uses standard NACA airfoils, whereas most modern designs would take a reference airfoil and optimize the shape to better suit its design point. These types of design optimization just wasn’t possible (or at least would be much much more labor and time intensive) during the 1950s without the level of computation power we have now
