At the moment, the reusable Falcon 9 has a launch cost of $28M.
But if the upcoming Starship has even lower launch costs (say $10M-$20M), it will be even more competitive against single-use rockets.

I would not bet on it. Already they are repeating the mistakes of the Shuttle like using heat protection tiles on the second stage.
It is pretty hard not to use heavy duty heat protection once you make it one of the requirements to fly the stage back to launch site.
Which they did.
It makes a lot more sense to take it down somewhere else with propulsive landing.

At orbital speeds, I don't see any other practical option but to use heat protection tiles for reentry.
Otherwise you have to use a lot of fuel (payload) to perform a deorbit burn down to speeds where heat tiles aren't necessary.

During a recent re-entry test, the tiles tested up to 1377C.
And note that Starship has been designed around stainless steel which theoretically can sustain temperatures even higher without melting, although it will start to corrode.
So the estimate is 80% of the Starship structure won't need any heat protection

In comparison, the space shuttle was made of aluminium, so the loss of any heat tiles could be catastrophic.

I found the picture via a tweet who claimed it was taken at the display of a building, so if it was a fan made model in some guy's room, a bit more detail around the original post would not be unappreciated.
