It's a quite open project, listed in the top national science and tech R&D plan 2006-2020. The detailed plan for these satelittes and launching and so on was approved in 2010 by the state council. There are gaofen 1-14. The 14 satelittes/satelitte groups are all optics or SAR(you can treat it as a very long wavelength optics), mostly SSO, a few GSO. They form an integrated observe system, not one is more advanced than another. Of course some must be much more expensive than others, like the 5ton GSO thing.
gaofen1-7's image can be applied publicly. But gaofen 8-14 can't. So everybody thinks gaofen 8-14 are military.

I think each gaofen-xx is one type of military reconnaissance satellite system, so there were gaofen-xx 01, 02, 03, ...
Maybe some types working in optical band, some in infra-red or ultra-violet, some in UHF/VHF radio. Each type of the Gaofen series have several satellites, form a full surveillance network.
As usual SCMP follows the western formula of China reporting putting something like this in the headline and at the end of the article.
But the secrecy surrounding most Chinese space nuclear reactor programmes means there is no government regulation or law on how to clean up the mess after an accident, such as a cooling failure in orbit or a launch mishap.
If it is a secrecy, how the hell does he know there is no regulation? If I refuse to tell him, does that mean I won't fuck him up? The US is "open", did they tell what really happened to USS Connecticut? Did they respond to China's concern of leakage?
This is a game changer. Previously spacecraft were limited by either instantaneous power output or position relative to Sol.
