It's a quite open project, listed in the top national science and tech R&D plan 2006-2020. The detailed plan for these satelittes and launching and so on was approved in 2010 by the state council. There are gaofen 1-14. The 14 satelittes/satelitte groups are all optics or SAR(you can treat it as a very long wavelength optics), mostly SSO, a few GSO. They form an integrated observe system, not one is more advanced than another. Of course some must be much more expensive than others, like the 5ton GSO thing.Thanks.
