China successfully launched a rocket from a mobile launch platform in the Yellow Sea off Shandong Province on Wednesday, sending two technology experiment satellites and five commercial satellites into space. A Long March-11 solid propellant carrier rocket blasted off at 12:06 p.m. from the mobile platform. It is China's first space launch from a sea-based platform and the 306th mission of the Long March carrier rocket series. (Xinhua/Zhu Zheng)

Depends on how you define "based".

At the loose end of the definition, all solid rocket boosters are based on ballistic missiles, or all ballistic missiles are based on SRBs. Check

who made shuttle SRBs, they also made all ICBMs' boosters. What is based on what? You can't tell.

At the strictest end of the definition, no SRBs are based on any ICBMs because of different payload, thrust and acceleration requirements.

What are same are the composition of the fuel and maybe the motor. So you can say based on the same technology, but nothing else.
