All these actions would be considered provocative and hostile which is probably why all the base building in the Spratlys died down from the 90s, contradicts the peaceful rise image. But if basing of planes and ships are needed, I think it be easier and better secured to just simply build out a runway/base/harbor, like a South China Sea Diego Garcia. At least it would unsinkable.
IMO, an aircraft carrier is needed in order to secure china' s interest. China could tow varyag to park beside the Spratly Island and use it as a airport?
