The first phase of CPEC will be completed in 2018, while the second phase will be completed in 2020 to 2025, and the third phase will be completed in 2030.

CURRENTLY there are around 25000 Pakistani students studying in China. Most of them are in S&T sector, especially applied Sciences as Engineering and Agriculture. Pakistani students enjoy a very good reputation in Chinese Universities. I have met some of PhD supervisors of Pakistani students in China. The feedback was excellent, most of them are of very high opinion about Pakistani students. Their English is very good and research approach is excellent. Most of them are obedient and good manners. They inter-act with teachers, Chinese students and foreign students’ very amicably. They are less trouble makers and can manage life under any circumstances. They can bear pressures and can meet time lines. Hardworking and persistent hard working is one of their quality. No wonder, with this feedback, it is natural that Chinese supervisors are willing to take more and more students from Pakistan.
It is expected in future this number will keep on growing on yearly basis. Most of the students go to China for under-graduate programmes and they study Chinese language before joining their area of specialization in Chinese medium. They study with Chinese students in Chinese medium and compete Chinese students. They are the ideal ones, as they do not only study their specialization, mostly Engineering, as well as Chinese language, culture, traditions, system and politics etc. At the same time they also develop feeling (love) for China. When they come back to Pakistan, they not only earn good money for themselves and their families but also act as Ambassador of China to Pakistan. They promote Chinese culture, work ethics and understanding on China etc. They are our heroes of Pak-China friendship.
However, some of our students go to China for Master level programmes and some for PhD programmes directly. Most of them opt for English medium programmes. But as they live in China for few years and exposed to Chinese society and are learning Chinese Language, Culture, Traditions, Politics , Economy and System etc. As the students at Master and PhD level are well matured and more sensible and picking good things more easily. They are more serious and produce much better results. When they return back to Pakistan, they are well placed in the society, especially PhD degree holders are placed in the Universities and contribute at much higher level of intellect. They are also contributing to the socio Economic Development of Pakistan as well as contribute to Pak-China friendship simultaneously.
However, there is a dire need to induct China graduate in the CPEC related jobs in public sector. Ministry of Planning and Reform (Planning Commission), being the focal Ministry of CPEC, do not have a single person having command over China understanding. They must induct someone China graduate, having good Command of China Affairs. There are around 20,000 China graduates already avail-able in Pakistan as the 1st batch of Pakistani students traveled to China for higher education in 1974.
Till date there is enough big pool of China graduates, with all levels, fresh graduates, mid-career, senior level etc. There are graduates of diversified field like Engineering, Social Sciences, Economics, Management Sciences, Agriculture, Healthy Sciences, Language, Culture, Journalist etc. In the same way, there is no one real expert of China in the Ministry of Foreign Affairs, Board of Investment, Ministry of Communication, Ministry of Water and Power, Ministry of Railway, Ministry of Industry and Production, Ministry Agriculture etc. However, all these and other Ministries/ departments involved directly or indirectly with CPEC, need such expertise. It is strongly recommended to induct China graduates in the relevant ministries/ departments/ organization on all levels (junior, mid-career, and senior positions) from the market which has sufficient completive human resource with China expertise available.
In addition to Pakistani students, China provides short term specialized trainings to Pakistani professionals. There also exists mutual visits of Scientists and experts from both sides. China has assisted to establish 5 joint state of the art laboratories in Pakistan for developing human resource in the much needed areas. There are joint research projects between the scientists of two countries. China provides Post-Doc research facilities to Pakistani professionals too. China invites Pakistani professionals for Conferences, Workshops, and Seminars very frequently. Also China provides NDU training facilitation to mid-career officer of Pakistan to be promoted to next grades.
Specialized training in various areas of emerging technologies and emerging trends are provided by China. China has become the major contributor of human resource for Pakistan. China assisted Pakistan to develop the kind of human resource to face challenges of 21st century. Especially since the launch of China-Pakistan Economic Corridor (CPEC), China is more flexible and providing opportunities to Pakistani youth much more generously. Wuhan Dongchuan to use Pakistan experience for projects in B&R economies
Even around 6 am May sunrise in Pakistan's Gwadar Port area, the searing summer heat is palpable, and the day will only get hotter with mercury chasing the 50-degrees-Celsius mark, but Chinese executive Liu Xiaochuan is unfazed.
In fact, the 43-year-old general manager of Wuhan Dongchuan Water Environment Technology Co looks forward to yet another hectic busy day on the China-backed project to provide fresh water to Gwadar's denizens.
In Ramadan, the Islamic holy month of fasting and prayers which spanned May-June this year, their only other respite from heat, it seems, is the deceptively welcome sight of the waters of the Arabian Sea, not very far from the local desert area.
Liu will help provide water supply and teach local employees technical skills required to run the water project in the long term. "Currently, there are no waterlines in the city. So we need to arrange trucks to offer emergency water supplies during the Ramadan period."
In the past, Liu taught international trade to collegians and held part-time jobs at Wuhan Dongchuan, a company his elder brother Liu Chuan founded in 2003.
In 2007, he quit his teaching job and began to work full time with his brother, devoting a major part of his time to local water projects in Pakistan.
Based in Central China's Hubei province, Wuhan Dongchuan has built around seven water projects in Pakistan, including a seawater desalination plant, a sewage treatment project and a pipe network. Currently, it has business in other countries and regions participating in the Belt and Road Initiative, such as Malaysia, Thailand, the Middle East and South America.
For a port that yearns for a bright future and seeks to transform itself into an international city, Gwadar severely lacks the most essential element of life－drinking water.
"On average, its annual precipitation is around 200 millimeters, which is extremely water-deficient," said Liu Chuan, chairman of Wuhan Dongchuan. "The locals usually use trucks to transport drinkable water from hundreds of kilometers away, and they need to pay a high price for that."

China is benefiting from Pakistan tremendously in the education sector, as around 25000 students are currently enrolled in China in various fields, majorly of Science and Technology.
The teachers hold a very high opinion of Pakistani students, labeling them as hardworking and talented individuals with a will to succeed. Policies need to be developed for these Pakistani students in order to enroll them in projects under the China-Pakistan Economic Corridor (CPEC). Not only will they serve Pakistan's economy, but will also act as Ambassadors of China.
