China seeks public feedback on draft revision to police law

China's Ministry of Public Security (MPS) has released a draft revision to the People's Police Law for public consultation.

The draft aims to safeguard national security and social order, protect people's legitimate rights and interests, and ensure that police officers perform their duties and exercise their powers in accordance with the law, the MPS said on Sunday.

The current People's Police Law, promulgated three decades ago, has played an important role in building the police force in China. However, as changes occur in the international and domestic situations, as well as in the missions and tasks of the Chinese police, it is necessary to comprehensively revise and improve the law, the MPS said.

The draft, comprising eight chapters and 103 articles, has stipulated the support systems for police officers and specified the Chinese People's Police Day.

It has refined the provisions on the duties and powers of public security organs' police officers, while adding content regarding the duties and powers of police in state security organs, judicial organs, and people's courts and procuratorates.

Furthermore, the draft added contents requiring punishment of officers who fail to perform their duties in accordance with the law or exceed the scope of their statutory duties in exercising their authority.

The revised draft consists of 103 articles, divided into eight chapters: General Provisions; Duties and Powers; Organizational Management; Policing and Occupational Safeguards; Education and Training; Law Enforcement Supervision; Discipline and Punishment; and Supplementary Provisions. The draft adds principled provisions such as the guiding ideology for the building of the people’s police force, the safeguard system for the people’s police, and China’s People’s Police Day. In light of changes in the actual composition of the people’s police force, the draft removes people’s police of reeducation-through-labor management organs from the scope of the people’s police and adds drug rehabilitation people’s police of judicial administrative organs.

The total number of criminal cases registered by public security organs nationwide in 2025 decreased by 12.8 percent year-on-year, reaching a new low in this century, while the number of public order cases decreased by 3.5 percent year-on-year, Global Times learned from the Chinese Ministry of Public Security on Thursday.

(hereinafter referred to as "CRFBC") has been ordered by the Ministry of Housing and Urban-Rural Development to suspend operations for 180 days. The suspension period begins on December 16, 2025, and remains effective until June 14, 2026. During the suspension period, the company is prohibited from undertaking new construction projects using its Special Grade General Contracting Qualification for Construction Engineering. With the rapid development of emerging industries, the curriculum offerings within the higher education system must also align with industrial development and transformation and upgrading.
Recently, an increasing number of academic programs at universities have been suspended or even eliminated. While discontinuing certain majors, universities are also adding new ones accordingly.
Jilin University has recently updated and released information on its undergraduate programs. Currently, the university offers 141 undergraduate majors. Among these, 121 majors are actively recruiting students, while 19 majors have ceased admissions but still have enrolled students. One major (Biological Breeding Science) is a new addition for 2025 and has not yet begun recruitment.
It is worth noting that among the 19 majors discontinued by Jilin University, six belong to the arts discipline, all of which will cease admissions in 2024.
