On Dec 9, Hu Xijin wrote on his WeChat blog that the confirmed COVID numbers published by the National Health Commission are a gross deviation from the truth. The article was later taken offline.
On Dec 23, the city of Qingdao says publicly the eastern port city of 10 mln residents is estimated to average around half a million new COVID cases per day, based on local monitoring data.
(The NHC still publishes the confirmed COVID numbers every day, for example, it's 4,128 on Dec. 24.)
Now that Hu's direct assault on the NHC's numbers was taken offline, what does Hu Xijin do? He sees an opening from the Qingdao numbers, which were published by the local govt, so theoretically are safe to quote - and praise.
He wrote in his WeChat blog:
"Qingdao's local estimate fits people's actual feelings & must reflect the city's health committee's true assessment of the epidemic, making it a brave practice of seeking truth from facts & worthy of common praise from people across the country."
"Other places are still using the statistics gathered in the old way until yesterday, perhaps for reasons of helplessness, but that kind of statistics cannot reflect the reality, but also a serious departure from the feelings of the people, leading to the erosion of the seriousness of the govt published information, which undermines the govt credibility, and its disadvantages far outweigh the benefits that can be brought by doing so." [the old way of publishing only confirmed COVID numbers through PCR testings.]
"Certainly, since mandatory PCR testing has now been abolished nationwide, it is no longer possible to count exactly how many new infections are added daily, and coming up with an accurate number is no longer possible. But it is perfectly possible to go around and make estimates like Qingdao's. Although the estimates may deviate from the exact numbers, such deviations are more likely to be trusted, understood, and tolerated than the old method with single-digit 'accuracy,' and the guidance [from estimates] for the [govt's] work is also stronger."
"The city of Qingdao has taken a good lead, and I hope that localities will follow suit in time to reshape the landscape of epidemic data and strengthen the credibility of official data and guidance for epidemic prevention at a time when information is somewhat confusing."
"Three years of epidemic prevention and control have laid a solid foundation for the decreased mortality given the declined pathogenicity of SARS-CoV-2, & the immediate tide of infection, no matter how raging, will never break this foundation. The people have a broad common sense understanding and confidence and I hope that officials will maintain full confidence in the wisdom of the people as well. We as a nation need to weather the trials ahead in mutual trust and unity."
So, not a word directly about the numbers of the national health commission at all, but informed readers clearly understand that Hu is highlighting & praising Qingdao with the NHC numbers at heart.
He just didn't let go and was still trying to do what he could.
