The local governments, and even the central government, have screwed themselves by allowing Foxconn to grow its Zhengzhou campus this big. It has become a "too big to fail" monster for the locals and the governments.

The governments should have limited the max size of industrial campuses early on and made Foxconn, and others, to spread investments over multiple cities in different provinces.
Nah. just nationalized them. Problems solved. If Apple and their suppliers ever leave China, nationalize all of them.

Isn’t that what india plans on doing with all of its foreign firms.
Except India is and always will be a back up plan for foreign companies. No sane coporations will be able to build a damn thing in India. China already has all the thing it needs, leave infrastructure and local citizens will make a good use of it.
