SOEs has some of the more backward type of production equipments and they made them too, but obviously need to upgrade them too.

One problem is China can't buy some of the high technology equipment with their foreign reserves, and therefore have to fall back to local-made similar equipment - which are nonetheless expensive and are subjected to budgetary constraint. Furthermore, the case here does not involve so much of high tech equipment, and the question of importing them using foreign reserves doesn't arise. I suspect China just aren't interested in importing lower tech equipment that are overpriced. If only it's just as simple as converting the foreign reserves into yuan.

Anyway, it's kind of cool to be able to build a submarine using the most basic of amenities.

Btw, the shipyard in the second picture looks different and more tidier.
