In some militaries there were instances where branches didnt fully cooperate. that may not be likely in the pla but plagf operating only srbms in the pla will need a lot of cooperation, as many air force, marine and naval units could profit a lot from timely and well targeted srbm barrages.

I feel like giving the PLAGF the more traditional "lower end SRBM" weapons like the 370mm MLRS rocket and the 750mm SRBM is something that wouldn't have happened if they hadn't carried out the 2016 reforms (and associated theater commands and overall increase in jointness).

Other services of course still have strike capabilities and much more enhanced strike capabilities, including retaining some capabilities which overlap with the 300km-600km range category that the 370mm and 750mm weapons of PHL-191 cover (mission specific), but it probably is intended for the PLAGF to be able to prosecute surface targets in that given range category in a joint theater oriented manner by design.
