Makes much more sense. With the j16 production rates going up and j15 production continuing it does seem unlikely j11bg would also get restarted. Especially one which physically looks the same as old j11b(g).
Makes more sense for PLA/SAC to keep churning out j15s and j16s for a few more years then gradually start to switch to j31/35 production.
