Those parachutes are pre-packed. Fresh chutes can be loaded like any other consumable item.

Frankly, loading a fresh chute is probably the fastest part of a fighter’s turnaround.

Yeah, I was going to say that it didn't look like a PGM that we've known before, not to mention it lacks a discernable seeker head or a midbody guidance section or midbody strakes that one might expect for most PGMs.

Do we have a reason to suspect it? The bomb doesn't look like it have any kind of components on it that are consistent with the LT or FT series of PGMs or any PGMs in general
