Venezuela has showed for the first time its new 6x6 modernized armoured vehicle Urutu EE-11.
Venezuela has launched a modernization program for its Brazilian manufacturing 6x6 armoured vehicle personnel carrier EE-11 Urutu. The first prototype was showed in February 2013 to the military authorities of the country, and the July 24, 2013, the vehicle was presented to the public during the Navy Day of the Venezuela.

The new upgrade of the EE-11 Urutu is fitted with a one-man turret armed with a 20mm cannon Oerlikon GAM-B01/L90 and a 7.62mm coaxial machine gun. The vehicle is powered with a new engine, the gearbox and the suspension were replaced.

This version is equipped now with a new electrical system and air conditioning. The new vehicle is named IMB-580. The vehicle is now under evaluation and testing for a period of eight months in the amphibious battalion of the Venezuelan army.

One of the major improvements is the installation of one thermal camera supplied by the Belgian Company Pegasus Technologies. The camera is mounted on the top of the 20 mm cannon to provide infrared and night vision for the gunner through a multi-function 10-inch color display Barco NV TX-126. This new system increases the day/night combat capabilities of the Urutu EE-11 in all weather conditions.
The vehicle uses also a new flotation system to improve the stability of the vehicle due of weight increase with the 20mm turret.

The variant with the 12.7mm heavy machine gun will be also upgraded with the new thermal camera. The overall modernization project concerns a total of 37 Urutu EE-11 vehicles, and could also be used to modernize the amphibious armored vehicle LVTP-7 purchased from the United States in the 70s.

Late last year a firing range in Peru saw demonstration of the T-90S tank of the Uralvagonzavod produce for Gen. Ricardo Moncada Novoa, Commander-in-Chief Land Forces and 300 officers.

The command authorities of Peru were shown the T-90S tank combat and running capabilities by day and at night as well as accuracy of fire with all types of weapons at different ranges from a halt and on the move under conditions of limited visibility and mountainous terrain.

The combat vehicle crew completed all missions successfully having demonstrated high potential of the Russian tank manufactured by Uralvagonzavod.

After the major demonstration one of the Peruvian drivers of the T-55s being in service with the Peruvian Army was offered to “take a drive” of the T-90S tank. After a 5-min briefing, he made a run showing a good skill level and brought the tank to a halt by the Commander-in-Chief. The experiment is a proof that the advanced T-90C tank is as responsive and simple as its predecessor T-55 produced by Uralvagonzavod 40 years ago.

Senior officers of the Peruvian Army appreciated the T-90S tank capabilities and the skill of the tank crew members.

Colombia would like to become a partner of the NATO North Atlantic Treaty Organization.

Colombian Defense Minister Juan Carlos Pinzon said on Tuesday that his country wants to become a " partner" of the North Atlantic Treaty Organization (NATO), not a full member as reported earlier. Pinzon's clarification was made after several of its South American neighbors questioned Bogota's decision to seek NATO entry.


"There are countries that become partners in matters of cooperation, that is what Colombia has been pursuing ... Colombia cannot be a member of NATO," said Pinzon, who added Colombia is taking "steps along the required path to become a partner in cooperation."

According to a press release from his ministry, Pinzon admitted that the statement (by the president earlier) lacked accuracy and explained that Colombia only wants to become a NATO "partner," not a member, because Colombia has much to contribute to the alliance, noting that countries such as Japan, Australia and New Zealand are NATO "partners."
Last Saturday, Colombia's President Juan Manuel Santos made a statement that his country would sign a cooperation agreement with an eye towards entering NATO.

Following Santos' statement, Venezuela and Bolivia had called for an "emergency" meeting of Unasur (Union of South American Nations) Security Council to analyze Colombia's move. Unasur Secretary General Ali Rodriguez affirmed that if Colombia just wants to be a NATO partner, it won't be necessary to convene a meeting of the bloc's heads of state.

Brazil continues to lead the way in Latin American defence expenditure. Upcoming and ongoing programmes means that Brazilian budgets over the next decade will be higher than those of the next five biggest Latin American spenders combined. Overall budgets can be deceptive though, as new procurements are limited by high personnel and maintenance requirements.

New analysis from Frost & Sullivan, Revenue Opportunities and Stakeholder Mapping in the Latin American Defence Market, estimates that the cumulative defence expenditure on new equipment procurement in Brazil, Chile, Colombia, and Peru will amount to $69.1 billion between 2011 and 2020. The majority of these procurements will be in Brazil.

“While a lack of big-ticket programmes in smaller countries does not necessarily entail a lack of opportunity for defence companies, Western manufacturers willing to export may be disappointed by challenging markets,” noted Frost & Sullivan Industry Analyst Chiara Ball. “However, significant opportunities exist, especially for those willing to help governments’ further industrial development by creating domestic or regional bases.”

Latin American countries’ stocks currently comprise a lot of Cold War and even WWII-era platforms. Long overdue modernization drives are now being pushed by governments, and the global recession’s comparatively light touch on the region is helping them to do so.

“Some countries’ defence forces are struggling with internal security problems,” added Ball. “The need to modernize is acute, and is the main driver of defence procurement in the region.” In many countries, decades of economic fragility and instability coincided with transitions to democracy following military dictatorships. The economic and cultural result of this was institutionalized neglect of military capabilities, which is now changing.

However, despite the overall economic growth of many of these countries, overall budgets are still too small to match the overwhelming requirements.

“Many Latin American countries are consistently forced to prioritize their most immediate and often very basic requirements,” remarked Ball. “Due to the inability of many Ministries of Defence to create comprehensive long-term procurement plans, forces continue to be strained to their operational limits.”

End-users in Latin America are extremely price conscious, in many cases even preferring to buy second-hand platforms and domestically refurbish and upgrade them. There is an increase in the popularity of modular platforms, and demand for upgrade components and packages will remain high.

“Governments in these under-developed countries look favorably on defence procurements with clear domestic industrial and technological benefits,” concluded Ball. “In order to foment incentive, companies should enter the market via partnership with local companies or by establishing a domestic manufacturing base.”

Military Expenditures Keep Growing
BUENOS AIRES HERALD — While its defense expenditures do not match that of the Middle East, Asia-Pacific and Eastern Europe, South American military spending has steadily risen since 2005.
In fact, defense expenditures there almost doubled between 2006 and 2010, from US $17.6 billion to $33.2 billion, according to reports from the Union of South American Nations (UNASUR), a regional political association integrated by 12 nations.

Meanwhile, the figures given by the Stockholm International Peace Research Institute (SIPRI) show that South American total military expenditures rose from $47.3 billion in 2002 to $67.7 billion in 2012.
While some denounce the expenditure growth as proof of a South American arms race, personnel costs, including wages and housing, are absorbing an average of 82 percent of military budgets.

What’s left for equipment procurement is largely being devoted to replacing older, obsolescent hardware.
“The perspective of the growth in military expenditure could be misleading, because it is not happening just because most of the economies in the South American region are currently doing well and, as a result, governments have more financial resources to spend on it,” said professor Fernando Wilson, researcher and analyst of the Ibañez University in Santiago.
“The military expenditure has been growing because there are needs that are being addressed that way, which are not necessarily related to defense but to the wider conception of security. It is what is happening in answer to the challenge represented by the so-called new threats, like fighting insur-gency and organized crime activities like narcotics trafficking. That is the case of Colombia, Peru and, in one sense, Brazil,” he said.

“On the other hand, there are the traditional roles and missions of defense, including protection of the national territory with its maritime and airspace and, of course, deterrence, that remain important and foremost to the armed forces,” he said.

South America has its tensions, but countries have been attempting to solve border issues peacefully. Since its first Expenditures Report issued early in 2012, the UNASUR Defence Council has pushed to increase trust between members, in part by promoting greater transparency about national military spending.
Brazil is the top spender, accounting for roughly half of all South American outlays on defense, and according to SIPRI, was the world’s 11th largest defense spender in 2012.

Brazil’s military expenditure increased 34 percent from 2010 to 2012, according to a government report released in 2013. That upward trend began in 2004, and by 2012 had registered 480 percent growth.
The report said Brazilian military spending in 2012 stood at $33 billion. Military expenditure rose again last year to $34 billion but declined to $31 billion this year in the face of economic pressures.
Despite the generally upward recent trend in spending, military spending over the past three decades has had a relatively low priority. A portion of the Brazilian public still remains wary of the armed forces following a military dictatorship that ruled until 1985.

Brazilian military spending represents only 1.6 percent of gross domestic product, though authorities such as Defense Minister Celso Amorim have said they want to increase that figure to 2 percent, more in keeping with other emerging countries.

Brazil wants to bolster its armed forces and play a more relevant role in international security and politics, a move that includes aspirations to hold a permanent seat in the UN Security Council, as promoted by the previous government of President Inazio Lula da Silva in the 2000s. These international goals are driving programs such as building a fleet of diesel-electric submarines with the assistance of France, which is also helping advance plans for building a first nuclear-powered submersible.

Brazil is also looking to equip its single aircraft carrier with an upgraded air wing and recently selected the Saab Gripen to provide the Air Force with advanced fighter jets.

An improved military is also deemed necessary to protect borders and natural resources, including water, agriculture production and cattle raising, and the oil and gas deposits found along its coast. A portion of the revenue from oil and gas will be allocated to pay for the expanded military and its equipment, with a accent on maritime and air forces.
In Venezuela, following a buying spree in the last decade that included procurement of Sukhoi Su-32 fighter jets and a large number of Russian-built helicopters and air defense systems, the country’s military spending halved between 2009 and 2011.

Spending revived in 2012, rising 42 percent after Venezuela took a $4 billion loan from the Russian government to fund a military hardware modernization program. The focus of the investment is to bolster land forces equipment and introduce more armored vehicles, and to increase air maritime patrol assets and air defense systems.
Still grappling with internal conflict that has kept its armed forces focused on counterinsurgency operations, Colombia increased its combined defense and security budget by 11 percent in 2012 when the government launched a four-year program to bolster military and police capabilities.

The combined expenditure in 2013 amounted to $14.42 billion, of which $9.76 billion was earmarked for the military. That figure is projected to rise to $9.92 billion this year.

While the focus on combating guerrilla organizations continues despite negotiations to end the conflict, the increase in funding is aimed to bolster conventional capabilities in defense of national territory, including the acquisition of combat aircraft more advanced than its fleet of Kfir jets.

Chile has slowed its military procurement after operating frantic re-equipment programs during the last decade. While manpower was reduced, especially in the ground forces, aging and near obsolete air, maritime and ground hardware was replaced with new and secondhand equipment.

Spending in 2013 stood at $2.9 billion with acquisition priorities being amphibious transport, air mobility, C4 and intelligence, surveillance, target acquisition and reconnaissance (ISTAR) capabilities.
“Chile has shown its will to contribute to international security by participating in peacekeeping operations since the ’90s, and it has been in Cambodia and East Timor in the past and it is now in Haiti. One lesson learned in those experiences is how important and sensible it is to have up-to-date equipment, including the high capacities of integration and interoperability with forces of advanced nations demanded by such operations,” Wilson said.

Military procurement is funded through the Copper Law, a bill passed in the late 1950s that in its current form allocates 10 percent of the sales of copper by state-owned CODELCO each year, with an annual minimum of $290 million.
High international copper prices have created a surplus fund since 2005. The surpluses were consolidated in 2011 in a Strategic Contingency Fund (FCE), worth almost $5 billion, which can be used only for military procurement.
Changes to the Copper Law have been discussed since the late 1990s, and President Michelle Bachelet, minister of defense between 2002 and 2004 and recently inaugurated for her second administration, has promised to derogate the Copper Law and to end the FCE.

Nevertheless, authorities said those changes will be aimed at increasing political control, not diminishing expenditure.
Portions of funding for the Ecuadorean armed forces also are sustained by oil revenues that supported expenditures of $7 billion between 2007 and 2010, with an average of $1.5 billion per year, and rising in 2012 to $1.6 billion. The investment has been used to procure UAVs, frigates, helicopters, light strike aircraft and submarine upgrades.
Peru is also increasing military spending. A 2013 budget of $2.9 billion is planned to rise 13.38 percent each year until reaching $5.5 billion in 2018.

A Central Agency for Defense Procurement was created in 2013 to handle acquisition and upgrades of equipment as well as the offsets required.

Programs launched in recent years to upgrade fighter jets and frigates are advancing slower than planned. More urgency is being given to the acquisition of equipment to fight the Shining Path guerrilla movement, which reappeared in 2003 and made itself strong by allying with drug traffickers.

Twenty-four Russian-built Mi-171 medium transport helicopters were ordered in late 2013 to replace worn-out Mi-8s and Mi-17s, and Peru also announced a contract to procure a number of Alenia Aermacchi C-27 Spartans to replace older Antonov An-32 transports.

Argentina has increased its military budget 142 percent since 2003, but nearly 90 percent of the expenditure goes to pay for personnel.

However, a share of the operations budget is being diverted to pay for deploying Army troops for border patrol because the constabulary National Gendarmerie have been shifted to fight crime and police corruption in urban areas.

Air Force elements are also supporting surveillance and control of the triple-frontier area around the river Parana, where the borders of Paraguay, Argentina and Brazil converge, and where traffickers of drugs, weapons and people are active. Meanwhile, the long-postponed upgrade and replacement of a wide range of equipment is proceeding slowly or not at all.
Among the smaller players in the region, Uruguay cut its spending 4.1 percent in 2013, bringing it down to $878 million and complicating plans to acquire fast combat jets and offshore patrol vessels.

Paraguay has continued increasing its budgets, which grew 43 percent to reach $423 million in 2012, under a plan to modernize the equipment of the three services and reduce manpower.

“It looks like the current situation of increasing military expenditure will continue for long, to be affected only by the state of the economies, fiscal budgets and the will of the governments to invest in military procurement,” Wilson said.
“Besides traditional needs in platforms and systems, where there is much interest in increasing transport aircraft and helicopter fleets as well as in [offshore patrol vessels] and [maritime patrol aircraft], there is a clear trend in South America to increase and to improve C4I infrastructure, which is evident in Brazil, Colombia and Chile. There is also a growing interest on ISTAR, which is most evident in the growing use of UAVs in most of countries and the procuring of Earth observation satellites,” Wilson said.

Argentina aims to develop defense exports

CORDOBA, Argentina, April 16 (UPI) -- Inspired by neighbor Brazil's resurgent arms industry, Argentina is hoping to revive its defense manufacturing with the successful launch of production of Pampa combat and training aircraft.
Initially the production will meet domestic demand for the aircraft in Argentina's air force and the navy but government planners are looking ahead to Argentina entering defense export markets, analysts said.

The government-run FADEA aircraft factory in Cordoba, a former Lockheed Martin facility, plans to roll out at least 100 Pampa II training and combat aircraft in association with German Grob Aircraft AG over the next five years.
Plans are also afoot to produce a new upgraded model, tentatively called Pampa NG, industry reports said.

FADEA President Raul Arganaraz said the 100 units are planned to be built with several key components supplied by Grob.
The current FADEA operations employ more than 120 experts, technicians and workers but the labor force is set to increase as FADEA expands, officials said.

Argentina took over the aircraft maker formerly known as Lockheed Martin Aircraft Argentina and relaunched it in 2010 as Fabrica Argentina de Aviones "Brigadier San Martin" S.A.
The revival of the divested factory in agreement with the United States has also involved a wider quest for better and more competitive components.

These include the U.S.-made Honeywell engine for the Pampa range. Grob, too, says it is happy with the arrangements and plans to help FADEA build at least 60 advanced training and attack IA-63 Pampa II aircraft plus another 40 aircraft of the older version.

At least some of the new Pampa aircraft will join the inventory of Argentine naval forces, which want to be better equipped against increasingly powerful narcotics smuggling gangs.

It wasn't immediately how the upgrade aircraft will be priced. Argentine media reports said each aircraft could cost $9 million-$12 million. Whether that is a list price or the price to be paid by the Argentine military remains unclear.
The IA-63 is seen by the Argentine military as an answer to the well-resourced criminal gangs' increasing maneuverability. Results from government anti-narcotics efforts have been lackluster.

Meanwhile, FADEA is still pursuing plans to develop a next-generation Pampa NG that is likely to include an air-to-air refueling feature, redesigned air intakes, strengthened landing gear and a radar or laser rangefinder.
FADEA is also upgrading the Argentine air and naval forces' older Pampas to near Series II standard. Only about a dozen of the 16 still reported to be on the military inventory are operational.

Plans are also afoot for Argentina to enter into cooperation with Brazilian aircraft maker Embraer. Current trade tensions between the neighbors have put the project on the back burner.

Yes, it has all those goodies you mentioned, that is why they are costing 10 million each and there are no foreign buyers to continue the line past the last batch of 58 aircraft.

An improved "Pampa 2000" variant was developed for the US Joint Primary Aircraft Training System (JPATS) competition in the early 1990s. The second IA-63 prototype and two production machines were converted to the Pampa 2000 standard, but the second prototype was lost in a crash in the UK on 31 August 1992, just before the Farnborough Air Show. One of the other Pampa 2000s performed a US demonstration tour in 1993, but the JPATS competition was actually won by the Beech-Pilatus T-6A Texan II. A proposal to build a carrier-based version of the Pampa for the Argentine Navy also went nowhere.

Argentina now plans to obtain 18 more "Pampa II" trainers, featuring updated avionics and in particular a Honeywell TFE731-40-N2 engine, with 92 kN (9,370 kgp / 4,250 lbf) thrust, over 20% more than the original TFE731-2-2N powerplant. Also an additional 40 for light attack duties. The first deliveries began in late 2012, with about tewlve of the batch to go to the Argentine Navy. The 16 surviving Argentine Air Force Pampa I’s have been updated to a near-Pampa II spec.
