Defense: For now only parades

2ZcIyNR.jpg

Conducting parades in commemoration of the bicentennial of our independence was an indication of the relocation of the Armed Forces in the official consideration and probably also social. In the words of Defense Minister Julio Martinez, announcing the event: "In the previous government there was abuse, persecution and lack of respect for our armed forces, which were hidden" and he added: "these parades are not to show power, we do not have power because we have inherited as Armed Forces with a lack of capacity and budget".

"Argentina is absolutely militarily deficient to all the nations in the region"

xQJm7bM.jpg

On the day of the date the Secretary for Planning, Logistics and Coordination of the Military Assistance Emergency Walter Ceballos was interviewed in Counterpoint, Radio Cultura 97.9 program, where he made important statements about the current state of the Armed Forces, and especially on the Argentina Air Force.

Asked about the possibility that Argentina "does not have more planes by 2018" (according to the interviewer), the Secretary clarified that Argentina is with diminished strength from years of disinvestment in their weapons systems.

I mention the huge gap between the current situation and 1974, when the interceptor aircraft Mirage 3 were incorporated, which meant having to then according Ceballos the "most modern military aircraft and equipped with all Latin America". I also assure you that Argentina is an absolute delay facing all countries in the region in terms of its defense system.

An important detail was the mention of operational aircraft forces, among which feature just 8 units of IA-58 Pucara aircraft from about 38, between 6 and 8 units Tucano, about 3 units of 34 weapon system A- 4AR, and the transport system about 5 planes Twin Otter, 3 Saab 340 aircraft, two F-28 aircraft and about 3 Hercules C-130 systems. Of the latter, one is modernized and one more in the modernization process.

After clearing the air operational capacity of Argentina, I mentioned that seeks to finalize the plan replacement supersonic aircraft seeking to incorporate 2017 new or old aircraft as a replacement weapon system Mirage. modernization and enhancement of Pucara and Tucano systems are also sought.

As for the replacement of the Mirage system mentioned four alternatives: on the one hand have Israeli and French bids for Kfir and Mirage F1, and on the other hand is still evaluating the option for new aircraft both Italian and Korean.

The idea of the Ministry of Defense is making the decision later this year. Similarly, I do not rule out that there may be up to a 5th option for replacing the lost capacity of the Argentina Air Force.

Defence Policy

"There is no democratic, republican and independent country without a defense system" stated the Secretary and then continue with "Democracy needs to ensure the defense of the country".

Asked about the defensive situation and different threats, the respondent clarified that Argentina continues to use the system of "defensive defense hypothesis", noting that Argentina has no conflict hypothesis.

On the other hand, clarified the differences between the characteristics Hypothesis conflict with the National Defense Act of 1988, where clear threats were neighboring countries, while the current doctrine involves ensuring the defense capabilities of the invasion of the country. It also clarified that the forces continue to provide logistics security forces in cases of drug trafficking and terrorism assistance.

I ended the interview by mentioning that currently control the territory is carried out with about 6 to 8 radars 36 planned in the SINVICA. Each radar would cost about 16 million dollars, and plans to boost its production to reach about 4 units per year.

WASHINGTON, Aug 3, 2016 - The State Department has made a determination approving a possible Foreign Military Sale to Argentina for T-6C+ Texan aircraft, training, and support. The estimated cost is $300 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on July 29, 2016.

The Government of Argentina has requested a possible sale of twenty-four (24) T-6C+ Texan trainer aircraft, spare engines, initial spare parts, support equipment, communications equipment, studies and surveys, contract logistics support and technical services, aircraft technical publications, aircraft ferry and support, life support equipment, initial maintenance training, initial pilot training, follow-on training, alternate mission equipment, Air Force Materiel Command services and travel, unclassified minor modifications and engineering change proposals, ground-based training system, operational flight trainer (OFT) and OFT spare parts. The estimated value is $300 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a major non-NATO ally. This potential sale will provide additional opportunities for bilateral engagements and further strengthen the bilateral relationship between the United States and Argentina.

The Argentine military has embarked on an ambitious path toward modernizing its military materiel. The proposed sale will revitalize Argentina's capability to train its pilots and fulfill border control missions, especially along its porous northern border. The Argentine Air Force (AAF) will use the enhanced capability to redevelop a professional pilot corps and as a deterrent to illicit activity. The AAF is very experienced working with the Pratt & Whitney PT6 family of engines which they currently have on their T-34, King Air, and Cessna Caravan aircraft. Given the logistical commonalities with the aircraft already in its fleet, the AAF will be able to support and field the new T-6C+s.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractor will be Beechcraft Defense Company, LLC, of Wichita, Kansas. The purchaser requested offsets. At this time, agreements are undetermined and will be defined in negotiations between the purchaser and contractor.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Argentina. The AAF plan is to initially train a cadre of mechanics in in the United States, then a larger group in country via military training teams.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

All questions regarding this proposed Foreign Military Sale should be directed to the State Department's Bureau of Political Military Affairs, Office of Congressional and Public Affairs, [email protected].

Putin calls for holding Russia-Argentina Bilateral Culture Year in 2015

BUENOS AIRES, July 12 /ITAR-TASS/. Russia’s President Vladimir Putin has called for holding the Russia-Argentina Bilateral Culture Year in 2015.
Russian President Vladimir Putin and Argentine President Cristina Fernandez de Kirchner
Russia, Argentina sign several documents on strengthening cooperation

“Next year we’ll mark the 130th anniversary of diplomatic relations between Russia and Argentina. This is a landmark event,” Putin said at expanded talks on Saturday.

“I want to tell you this would be interesting for both countries,” he said.

This would bring closer the peoples of both countries and prove the depth of relations in culture and international affairs, Putin said.

Argentina’s President Cristina Fernandez de Kirchner has lauded Russian counterpart Vladimir Putin’s initiative to hold the Bilateral Culture Year in 2015.

“This has become a pleasant surprise for me. Russia’s history is long. The country was created earlier than Argentina that is why we’re happy to take part in this event,” de Kirchner said after expanded talks on Saturday.

Since 2009 Russia and Argentina have worked to maintain strategic partnership. Argentina is one of Russia’s priority partners in Latin America. Cooperation develops in all fields. Trade turnover increased by 16% in 2013. “This is a good sign. But there are chances for increasing mutual trade and diversifying relations,” Putin said.
