Mining resources and infrastructure are not an issue. Refining and waste management is. As others have pointed out, much of China's competitive edge stems from the disregard for worker safety and environmental damage. However, there is also a degree of technological edge in the refinement process. It will likely take several years to catch up to that.
That is not true anymore maybe 20 years ago. but now china has put in place strict regulation concerning the mining, extraction and waste management That is why the cost of those rare earth material has gone up
But China did has an edge when it come to refining and downstream processing of the rare earth material. There are more Chinese mining company involve in R&D of mining and extraction of rare metal than anywhere in the world
It will take decades for the west to repeat the process since they have abandoned the technology years ago
