The number of submarines is less about launch tubes and missiles than about maintaining continuous deterrence at sea, with a level of redundancy appropriate to the threat. Three boats is the minimum to ensure that one is constantly at sea, with effectively no margin to accommodate the unexpected, e.g. a hull loss or extended repairs from running into an underwater mountain. Four is a much more comfortable number, and has the additional benefit of being able to surge an extra boat in times of heightened tensions.
The much greater vulnerability of China's SSBNs (compared to those of France/UK) due both to the regional hydrography, and the high density of advanced threat assets and detection networks in the vicinity, are the main reason I think China needs 8-12 SSBNs.
