Essentially if true, this really is preparation for war.

This is such a room temperature take.

Ideally these tweets should not be posted anywhere on the forum because they're braindead.
Comprehensive stocktakes really should be occurring more frequently if not be present at baseline.

I don't read much into the posters opinions on it.

It is more about rumours for a big corruption probe.
If true, besides further improving the effectiveness of PLA, it would also be a big plus for war preparation.

I hope the contents of the 2nd tweet has been exaggerated, rare, outdated and already resolved, or better yet completely fabricated:
3. Already Uncovered "Watered-Down/Sand-Filled" Level Issues (Reported by the CMC)
Ammunition Category:
○ Certain batch of missile/artillery shell fuzes rusted, propellant insufficient, impurities mixed in, expired items repackaged.
○ Hand grenades with insufficient explosive fill, padded with sand/soil/sawdust to make weight.
○ During exercises: Duds, premature explosions, barrel bursts, severe degradation in power.
Radar/Electronics Category:
○ KLJ-7A, Y-9G radar: TR components downgraded, chips substandard, power ratings falsified.
○ Target loss in high heat/complex electromagnetic environments, crashes, faked interference resistance.
○ Radios/avionics: Parameter falsification, mean time between failures severely understated.
Aircraft/Engine Category:
○ Fighter jet critical bolts/bearings faked as military-grade, insufficient material strength.
○ Engine lifespan overstated, high failure rates, loose parts causing oil leaks.

If there are still corrupt hanjian within the military profiting at the expense of national security, then I hope the CPC brings back lingchi for public punishment of such despicable animals.

I would not give the examples too much credit.

It was more that, it is quite the rumour, and if true it would be a very, very big anti-corruption probe (built on top of many years of tightening and improved supervision and anti-corruption efforts).

And also, can definitely be a sign of actual war preparation.

Something like this

can, and is, done independently of this

It's a total non sequitur connecting these.
I know it can be done independent of war prep (and also kind of of wrote it as such if one read just a bit between the lines)

But it can still be argued to be something that has a serious positive effect in terms of war preparation.

Any rumors lately of 052D successor class? If not a full new class, at least I hope PLAN would go for a variant with integrated mast and full AESA rather than continuing to build last-gen destroyers.

How capable are China’s conventional submarines against next-generation threats? In the event of a war in the Indo-Pacific region, one of the first challenges China would likely face is the advanced conventional submarine forces of Japan and South Korea. Both countries seem to be focusing on cutting-edge technologies, such as lithium-ion battery-equipped and fuel cell AIP submarines. So where does China stand in comparison? How capable is the Type 039A/B/C submarine fleet compared to its asian-pacific counterparts?
