This discussion basically started with an OpenAI staff who had a falling out with the top brass and was fired two months ago. He claims AI companies in America are handing over the keys to AGI to China.

That's why this story has been doing the rounds recently.
His falling out with management happened for a reason. I can tell just by how he speaks that he would get on their nerves with his patriotism. Companies are a business and you can't get in the way of making money. Big boy discussions are for major shareholders and board of directors. This child stuck his nose where it doesn't belong and thought his opinion mattered. It doesn't.

I also have to point out that he makes this hilarious assertion in passing that the US has all the world's best scientists, when all the global science & research ranking metrics shows that's no longer true and hasn't been for a couple of years now.

Let me guess he has a notebook full of ideas to secure west supremacy in the AI race. But he just needs access to pentagon's black budget and NSA server farms.
