OpenAI may not say it, but they are fighting for their life right now. Making people pay to use their models was going to be their bread and butter and it already was not working out. Pro was admittedly losing money already. The only had about $5Bil in revenue and now DS has destroyed their cost model. They also announced a US government specific offer today that feels like an attempt to convince people they have other revenue streams. Will see how much longer this goes before Microsoft buys them outright. Not that Microsoft is in better shape with AI (they are not).

Deepseek's training budget does not count however many hundred of billions went into basic research that let a small elite team have access to the knowledge they need to invent a new model.

If anything deepseek just proves even more than results are proportional to resources/money spent and some Hindutva pipe dream of achieving cheapskate makeshift AI is just that, a pipe dream.
