This is an interesting one.
I have sympathy, but not necessarily agreement with the complaint.
Sino-defence is a specialist forum and part of the appeal of a specialist forum should be not only, the stimulating and inciteful (sorry insightful) debate, but also access to specific and high quality reference material, especially in the matter of locating and publicising rare content sites, that would otherwise be difficult to find.
I short, a forum such as this should be an information access portal, as much as a debating forum.
There are however always potential issues, too much waffle and pointless back and forth, going off topic etc is just as disruptive to the flow of meaningful debate, as is the inclusion of large numbers of articles and papers etc.
My suggestion for a solution is to have more subject dedicated news (I prefer to say Library) threads which can be browsed quietly without conversation in between and then dedicated discussion threads. I know we have news threads already, but I am thinking of Library threads which are far more subject specific and which can mirror particular discussion threads. This should really be for the long mega threads that we have on specific platforms or International crisis etc.
I think this would help the flow and make linking/ref to articles posted to the forum easier.
Whether or not it would be possible or desirable to exclude Library threads from the new post menu, I really do not know. Possible worth Admin having a look perhaps?
