Biden as a president is just weak. Instead of making some tough decisions, he allowed his subordinates running him over.

Tariffs from previous administration is a failure. It has done little to undermine China and only making average Americans to pay more. Even if Biden doesn't want to lift all traiffs, It would be pretty easy for him to partially lift the most harmful traiffs.

But all we see is Biden sat on the sideline and did nothing. It has been a year and inflation is out of control but they are still arguing about this instead of getting it done.

Tariffs are a source of government revenue now. If they end it then they have to hike taxes.
