More like a day of shame on himself - it is/was his government/s which chronically underfunded the surface fleet and general naval infrastructure, and which is/are responsible for the lacklustre economic development of the country as a whole. Submarines seem to be doing ok, but who knows how that would have panned out if he had not had the Kursk tragedy to demonstrate what happens if you starve those of resources shortly after coming to power.

If the notional non-Putin successor to Jelzin had continued to lead the country down Jelzin's path, sure - but that doesn't mean Putin couldn't have done better, MUCH better, than he actually did. Russia as a country, with its highly educated and resourceful people, has far higher potential than what he's been able to tap.
He did better than Jelzin, but that's not the same thing as doing well.
