Why is all-electric propulsion incompatible with a speed requirement of more than 30 kts? I expect a steam plant with turbines and gearing to be larger than an electric plant using only medium speed diesels for a moderate speed and the addition of gas turbines for high speed.

Almost sounds like they already have made up their mind as to what they intend to do...and they are giving a "one week" opportunity in order to say that they opened it up for bid/proposals.

As Navy Recognition reported in , General Atomics and DCNS representatives met to discuss possibilities of fitting EMALS onboard DCNS future aircraft carrier designs.
I witnessed it with my own eyes and it was later confirmed by General Atomics. Then late last year they attended Euronaval in France. General Atomics obviously want to sell their product to potential customers (like Brazil and India) even if they pick a DCNS carrier... and down the road when France launches a new carrier program they want to be ready for that too.
BUT everything is subject to congress approval (for export).

Up to 1945/50 aircraft carriers ( a part ) used hydraulics cats but were not powerful enough for jets, after WWII British invented oblique track and mirror of landing
Before oblique track aircraft carriers was a straight track and it was necessary for launch to position the aircraft very specifically the more big, bombers rearward and fighters in front.
For landings operations specific dispostions also, a very specific organization.
Last things US have always re supplies her aircrafts on the deck less much dangerous unlike Japanese and British which do it in the hangar and to Midway one reason for the Japanese defeat.
A precision only some UK and very few JPN ( Taiho, Shinano ) have really a complete armored hangar on the sides and roof in general the flight deck, even Essex don't have it, no on the sides.
