Maybe it's some sort of visual surveillance equipment?

Though that would probably be better suited for a wheeled AFV chassis.

It's a strange tank all right. It looks like is build on the hull of a Soviet Bronavaya Mechina Pekota(BMP).Im more curreius about that strange lazer equepment on it, but still not bad comrad China.:china:
