The 2019 parade learned from their mistakes and retained some clouds, but the August 1st Flying Team entered first with a color smokescreen, ruining the flight formation and making it difficult to see anything.

This time, they've also learned from their mistakes again, the August 1st Flying Team will enter last with smokes

only if you are looking to get into 2nd ring.

basically, I was told by the taxi driver today that they are enforcing some pretty strict rules to make sure that only selected can see the parade live. Everyone else has to watch it on their TV. And that includes people that live there.

What does "selected" mean here? As in, you have to be specifically invited to watch, or that only people from certain areas (+invitees) can go watch?
