If there's no foreigner who's going to buy the weapons?
Lol no. If you are a prospective buyer they would definitely allow you. All Deino needs to do to get in is to claim that he is buying 6 J-35 for research purposes.
It seems, that’s the case but they won’t allow them to attend as foreign journalists unless they fall under the following category like this:

It seem like the issue is on press badges, i.e. press reporter credentials.
It is not same as a ban on foreign visitors or tourists. The airshow opens on 12th Nov and last until 17th November. My guess on this 2024 airshow is that persons with press credential may attend from 12th to 17th November along with other business visitors, while the general public can attend on 15th to 17th November.
Also there are indoor events that only business visitors and reporters with credentials may attend.
The restriction of this year may be caused by too many fake news recently which is getting worse than before. (rocket water, sunken mini nuke sub, $1.6 billion dollars)

Interestingly, there's a rumor circulating that the Su-57 may have a slight chance of appearing in Zhuhai Airshow this year.
