Izumo is destroyer. 075 is amphibious assault. You are comparing apples and oranges.
'Destroyer'
DDH. Helicopter destroyer. It's mainly used for attacking ships rather than for amphibious assault like 075. DDH don't carry marines.

Izumo is only called DDH for political reasons. Don't take designations seriously.
The primary JMSDF contribution to the 7th Fleet is ASW and the Izumo was designed with that mission in mind. It now has a limited strike role.
Izumo's expanded role is probably island defense.
