I suspect telephoto lens with a small aperture, as the main radar and the navigation radar looks closer to each other which may suggest telephoto lens flattening the perspective. If a zoom lens has fully extended telephoto, the aperture gets smaller, less light comes in, causing the shutter speed to lower. Can't be dusk because all the highlights and the shadows indicate the sun is overhead.
