Are we sure this image is not edited to hide the hull number? It has the old exhaust.

A hull from 1st batch since she has 4 windows "on the side" instead of 3 for the new hulls. Original photo was posted by Redshark a while ago and this one seems to be the original photo cropped.
On a side note I found this particular Weibo poster to be unreliable if not morally dubious... Either they just don't have the slightest clue and post whatever random photo they get their hand on or they deliberately cropped Redshark's photo...

ok so we had 4 x Type 055 from JNCX
and 4 x Type 055 from DL
and now one at DL and one at JNCX
between them they managed to launch 8 units in a little over 3 years
lets see the speed of the restart program

Not exactly breaking news per se.
The 055 DDGs are the first Chinese DDGs to achieve integrated air defense and anti-missile combat capabilities.

Here's hopeful that all PLAN DDG classes post-052D/DG and post-055 will come with such capabilities from the get-go, considering the worsening aerial and missile threats in the Pacific facing the PLAN that can be expected in the coming years.

I'm reading this as tacit acknowledgement that the Type 055 is equipped with anti-ballistic missiles. If so, the missile system in question is likely the elusive HQ-26 or a naval variant of the HQ-19. The statement could not have referred to anti-cruise missile capabilities as the system required for those capabilities - namely the HHQ-10 - is already in service with multiple PLAN platforms.
This begs the question of whether or not such capabilities will be retrofitted to the Type 052D DDGs. The answer is probably yes, as the Type 055 and Type 052D share the same VLS build and, by extension, the ancillary datalinks.
