The PLAN has obviously been unhappy about the Type 056 general purpose corvettes [....]
I don't think that is "obvious" at all. It could be that PLAN only ever intended to operate ~50 Type 056 ships and, some years back, judged it better to produce additional units to the latest standard than to upgrade early 056 units without towed array sonar to that standard. Likewise, additional units for the Coast Guard may have long been planned also, and this sequence of events the result of balancing the requirements and inventories of the two services with budgets and production constraints
Or it could be that the decision was taken to increase the number of ocean-going frigates at the cost of Type 056, reflecting an evolution in PLAN's requirements. However, if that is the case, it implicitly suggests that PLAN is running out of obsolete FACs and other small craft to trade off instead, which in turn suggests that the scope for future growth will be much more limited than it has been to date.
The early retirement of the base Type 056 ships and their conversion to Coast Guard service is a noteworthy data point, and we can advance various possible explanations for it, but I do not believe we can yet be confident in those explanations.
