I doubt benefit of staging an attack from a shorter distance would offset giving up surprise and momentum. Especially considering now PLA's capability would have no problem launch an assault from all the way across the strait they might as well take out limited number of HVT on the island with air strike and leave it be.
worst case scenario, if unable to land on taiwan island, taking penghu island is not a bad consolation price.

They could always divert their force back if they failed to land on main island which I doubt would happen but if that's the case the chance of taking and holding penghu would be very slim and price too high. Also a 054A showing up hardly has anything to do with this.

Once penghu taken, it's defensible. All the rockets and SAM from mainland cover the entire strait. Jets and ships can come from mainland quickly for reinforcement. And penghu also have alot of Taiwanese civilians.

They went cheap with the upgrade here. Nothing really special. They even put back the old Type 360S radar. The Type 345 radar for the HQ-7 is gone now, as the HQ-10 doesn't need it. Under wraps is the Type 344 radar for the main gun, which means its still going to use the same 100mm gun, and the Type 349 for the H/PJ-13. Its probably the Type 349 instead of the 347G, due to the way the covering over the radar suggests a flat face, not a conical one.

The EW units are upgraded though, with the ECM unit now the standard Type 726-3.

The DLS is oddly, the 8x3 unit from the Type 055.

The rear shot is important. But due to the bars of the bridge obstructing the view, its hard to be certain that the opening in the rear might be for a VDS. If that is a VDS, then that's a sizable upgrade and positions the ship for an ASW function.

Here are some old pictures, compared to the last shot on the aft. I am inclined to think that the ASW is upgraded, including the VDS now and a TAS. There is also the addition of a new large SATCOM at the rear.

A hardcore video from Henri Kenhmann allegedly showing a Type 054A sinking a 8000-ton vessel.

By google translate:

The Type 054A frigate 536 Xuchang and 6 other ships of the same class recently participated in a firing exercise, in which an 8,000 ton target vessel was sunk by 102 76mm rounds of the H / PJ-26 cannon. The average is 150.
That 8,000 ton figure might be a mistake. The target vessel appears to be an 074 LST, which clocks in at 800 tons. Judging by that short glimpse near the end.
