If this is not a PS, then it is the first physical evidence we have regarding the commissioning of the 173 Changsha.

Really like this one, you can get a size comparison between the 056 and the 052D.
No reason to think it's PSed, I think. There's also a pixelated picture in the last page or two showing the 173 pennant number.
All in all, a clear picture of 173 has been expected for a while now
