Then who will buy this type 052E? And how many vessles will they buy?

China now describes the 052D as a utility destroyer, so I think it’s fine to export, especially if they are willing to export high end kit like J35.
China said, as part of the GSI, they try to export kit to solve security imbalances.
So, we are looking for a country which has, or is about to have, a security imbalance which can be balanced by owning a few 052s. I think there is quite a few of them!
As for how many, if the clients shipbuilding industry can support it then technology transfer and local production after a build or two in China is best for everyone.
There are no picture updates yet, and when they appear online you can bet this forum will have it posted within 12 hours of their emergence.
We've had rumours a while back about new 052D construction to happen at DL and new 055 construction at JN, but in absence of clear images confirming ship type, we obviously can't fully call it.

There is alway something missing in translation from Chinese to English, as in the translation of “combined brigate” that often wrongly translated to ”synthetic brigade“, the correct translation for type 052D should be “general purpose destroyer” (通用驱逐舰) instead of ”utility destroyer“.

so 25 x Type 052D/L + 5 under build the final figure can go to 40 units

Sounds about right.
But...
The US-navy plans to retire its last remaining 22 Ticonderoga-class cruisers at 122 VLC (vertical launch cells) each and do so within 5 years.
That's 122 x 22 = 2,684 cells that will be "taken off the table"
This is just a proposal, the budget still needs to get approved by Congress.
I expect to see a lot of nasty arguments between the US navy and Congress going forward.
