12 are launched,but only 4 are commissioned sofar. Take forever to outfit them. does the 12 launched include 3 built in Dalian?
12 includes 2 built in Dalian, the third from Dalian has yet to be launched.
Two years to fit out a destroyer like this, combined with the fact that they're launching two per year from JN sounds about right.
I expect unit 5 to be commissioned in the very immediate future as well.

To be honest I would rather have them take double as long when it comes to commission
They need to be trained on these brand new units there can be nothing worse
Imagine a mis hap happened in peace time or worse in war time how bad would that be ??
The warships are only as good as the officers manning them
Take your time as much time as you need but hell get it right

Problem is, time maybe running out without elaborating.

well ...., 12 are launched, 4 in service, 3 in sea trial and 5 outfitting
China is in no hurry or at war, so better take time, and more thorough trial and outfitting to have top qualtiy products and sailors

Well the latest 052D to of been launched at JN shipyard this month (not Hudong 
) was reported as the 10th vessel to of done so at that shipyard.........so according to the building list that would make it vessel pennant no:- "157".
