that seems like something PLAN might do, but i personally don't see the point of keeping 167 in service for another 20 years.Don't think there has been an announcement of decomission. So I doubt it's being prepped for target practice.
Upgrading it to an ASW platform would be rather useful considering its hangar is large enough for two helos. Removal of stacks does present the potential for propulsion upgrade.
Wishlist I have would be to replace open railings with the solid railings like 056 to reduce RCS. Also reduce size of rear openings. Drop in 8 cell universal VLS per standards set not too long ago. Have yet to see actual deployment of the smallest VLS per the standard. One FL-3000N on each front side of hangar in place of the old AA. Maybe a single CIWS on center area rear of hangar. As mentioned earlier, replace most box launchers with ASW missiles and a few ASuW for defense. Install TAS and VDS in stern. Maybe it can sport the hypothetical 054B sensor mast seen tested at the land based mockups. Would make a great asset in a CBG as its size will give it the endurance and PLAN has a need for more ASW capability. So an overhaul is extensive but it already appears they have done a lot of work taking out systems. When fully refurbed, it can easily serve 20 more years.

You cant maintain a gun 100% while boarded.
And why do they cut holes in the hull and make balconies.
I have never seen that before.
Only holes to fit stuff through but the obvious reason they created this is for a pause/brake of wharf personell.
Are they so lazy that they cant walk a level up and a few meters back to the helopad?
Making holes is an easy thing actually.
And the fact that there are railings so close to the entry is also another thing that you cant slide something out or in. Aswell as the fact that there is no place to lift things on or off except the crane on the wrong side.
But yeah ok it might be possible that they are old holes or new for later use.
But judging by the picture they are now used for wharf dudes...
