Ship speed decreases when steam pressure is either needed to generate electricity or decreases due to steam catapult consumption. The energy consumption of EMALS or steam catapults is the same and has the same effect on ship speed.Steam catapults might need higher wind speed to compensate for lower steam pressure caused by rapid launch.
