The most surefire way to prevent Japan/SK from getting nukes is (threat of) global coordinated sanctions by China/Europe/United States. Now, you can argue US might turn a blind eye and refuse to sanction to piss China off. All China needs to do is say Iran, Venezuela, Cuba, Mexico, and Canada will all have nuclear ICBMs tomorrow if US does not impose sanctions of Japan, then see how quickly US will fold. I guarantee you US will fold and join global sanctions regime on Japan/SK. You have to threaten to make their worst nightmare a reality, a sort of mutually assured proliferation (MAP) endgame.
