The Plaza Accord was really just another deal in a long line of deals, that were trying to limit Japanese ascendancy in industry, which never worked before because the Japanese never really followed what they agreed to with the Americans. When the Americans go away, then the Japanese after making a big show, get back to business.
At the time, no one really thought too much about the Plaza Accord.
It was the deflation that came later is what Japan could not solve, and still cannot solve.
