Not entirely sure how much store you can put into those figures. Different countries are more or less assiduous about collecting data on rape incidents and- for that matter- there might be different criterion for determining what constitutes rape.
Also, anecdotally there does seem to be a bit of harassment of Western tourists in India and there probably is high underreporting of sexual violence against women there. But there certainly does seem to be a curious discrepancy between the perception and the statistics..
