It's not that the Russian engineer is so daring, it's that China has its own national conditions. Because of the extreme overloading of trucks, which is common throughout China, it is not uncommon for trucks to be overloaded by four times. That is why Chinese bridges are designed to a very high standard, and even then they are still crushed by overloaded trucks from time to time. Russian bridges, on the contrary, are normal. If you've worked on overseas projects, you'll know this. When you look at the bridges designed by foreign design institutes, they all feel so slender that they wouldn't survive more than 24 hours in China, but they're actually the right ones. It's the Chinese overloaded trucks that are too anti-human and forced.Not exactly a breaking news per-se for us laymans/public, but the following could be an interesting scoop if you are involved in the construction profession/sector.

As well as some accidents about Chinese trucks overloading, such as this 2019 bridge in Wuxi overturned, the investigation showed that at the time of the incident, the vehicle involved, the front trailer actually contained 7 rolls of steel coils, with a total mass of 160.545 tons, exceeding the approved carrying mass by 128.545 tons, overloading by 401.7%. The rear trailer was actually carrying 6 rolls of steel with a total mass of 160.855 tonnes, which was 131.855 tonnes more than the approved load, or 455% more than the approved load. If you have no idea about this weight, imagine them as 3 volumes of 99A tanks being transported by one trailer, and you will understand how outrageous the overloading of Chinese trucks is.
