The least China should do is to take Kinmen & Matsu islands by force. Offer the local garrisons to surrender, if they refuse, strike and annihilate them and conduct amphibious and air assaults.
Taiwan and USA can't do anything significant about that. USA lost the war against the Taliban last year (a few thousand of them, armed only by assault rifles and RPGs!). USA backed down in Ukraine, backed down in Syria. And will back down again. Americans have a lot of domestic problems to deal with.
With Russian operation ongoing in Ukraine, now is the perfect time to reclaim those islands.
For the loss of Kinmen & Matsu, Taiwanese could blame only themselves and Pelosi.
It will show also that Taiwanese independence without a fight is not an option.

A large portion of the Chinese population are still poor by international standards, devoting more of your budget to the military will mean less schools, hospitals and so on. There's a reason why despite the Russia situation America hasn't increased their military spending much.

An invasion of Taiwan will trigger anti-China sanctions in the West very similar to the current anti-Russian sanctions. This is exactly what America wants.

Maybe shooting down Pelosi would be the lesser evil if it only triggers a conflict with the US.

Wait so your idea to avoid sanctions is by starting WWIII?
There is zero chance China will shoot down Pelosi, because that would represent no less than a formal Chinese declaration of war on the US which means both China and the US and their allies will seize to exist.
Pelosi's plane should be intercepted, and if it refuses to go back then that should be the moment that the PLA would fully regain Taiwan.

The sanctions that the West imposed on Russia have absolutely devastated the west. China's economy is like more than ten times the size of Russia. Waging a full on trade war with China would be the end of Western economies.

Not enough. Doesn't change enough facts on the ground. Penghu and Taiping Islands in addition though? Now we're talking. Still might not be enough, also need to downgrade relations and impose sanctions.
