This ban is the kick that the Chinese industries need to become a leader in the technology. I do not want them to drop back into reliance on foreign chips; this push needs to be uninterrupted even if China's phone industry/market needs to suffer a good bump to get through it.
Your scenarios are basically what you invented assuming that there is nothing going on in China. Ultimately, Xiaomi, Oppo, Vivo all need to get out of the way for Huawei if they don't use domestic chips because then, they are just vessels for selling foreign chips into China.
